Stephen has been involved in storefront law and lawyer advertising since his admission to the Bar in 1977. Early in his career, while in Northern California, he helped develop a systemized method of handling cases in a volume practice.

In 1978, Stephen moved to Los Angeles and helped develop the Legal Action Workshop concept at L.A.W.'s first storefront office in Sherman Oaks. The concept provided low cost legal services in three main areas: attorney-assisted law (in pro per), document preparation and full representation.

Stephen developed a love of working with ordinary people and helping them solve their legal issues quickly and cost effectively. He incorporated a flat fee 'in pro per' or 'partial representation' model as an alternative to full legal representation. This created a standardized approach to Attorney-assisted (in pro per) law, and a unique Attorney-assisted practice. The practice grew and now Stephen has five offices in Los Angeles County, with plans to open more offices throughout California. In addition, Legal Action Workshop is now able to help clients in the areas of divorce, legal separation and annulment as well as paternity actions and Orders to Show Cause throughout California due to the ease of internet use.
